Flight Master's License

Where can i get Flight Master's License? other players said that i need to be lvl 77, but i'm already lvl 80 and there's no flight master's license on trainer only artisan and cold weather flying available there, what should i do? do i need to do quest before flight master license appear?

The Flight Master's License does not exist in wotlk.

Train flying firstly in Outland at level 60. Then at level 77 you can get Cold Weather Flying to fly in Northrend from Dalaran or Borean Tundra, Warsong Hold (Horde) or Valiance Keep (Alliance).

There is no flying in Kalimdor/Eastern Kingdoms during the WOTLK expansion.
