Tickets can be made via My Account -> Support -> Create ticket.

Did you check it in-game or armory?

Inactivity cleanup deletes inactive characters between levels 1-30 on non-premium accounts. Any inactive characters beyond that, gets flagged for rename. These characters that are flagged for rename can't be seen on armory, for they have no names. You must login in-game and set (new) names for characters that were inactive.
