Whistle of the venom hide ravasaur quest chain

I can't locate the NPC to start this chain. I have waited around his supposed location for 30 minutes or more in hopes that he was just killed or something, but he isn't there. The small ravasaur he usually stands with is there, but Mor'vek is nowhere to be found.

Is the NPC broken/missing or is the quest intended to be missing?

He still isn't there in S3.

Anyone know why he's gone? It's a really nice quest!
