Many players create character just to block the use of a nickname and i find it really unfair.
In my case, I want to use a nickname but it is already taken, and the player who took it is full relentless geared (no gear) and it has no achievements since its creation, so i am asking if its possible to force a rename on this player so that i can use the nickname?

no, it is not.
Btw every year there is a cleanup of inactive characters (their name gets flagged for a re-name and in same case even deleted)

And we all know to log those characters, so they don't get deleted (and name released). Inactivity cleanup is only good for random names. Some specific, short and desired names won't be big part of inactivity cleanup.
