On Icecrown you can if your account is Premium status. Lordaeron and Frostmourne - never tried to create one without 55lvl char(probably 55lvl is required regardless). Blackrock, you probably can without any requirements.

Btw currently premium status allows to create a DK even on Lordaeron/Frostmourne realms (without a lvl 55 char requirement)
