WotLK Preparations for war quest

https://www.wowhead.com/quest=13419/ is this quest bugged? i have cold weather flying and lvl 80 but the npc from dalaran (krasus landing) doesn't give me the quest. I need to do this quest to begin the knights of the ebon blade quest chain for shadow vault.

i received this quest on all my previous chars, but not on this character and i don't know why.

You can unlock Ebon blade in 2 ways

1. Preparations for War which requires level 77, Cold Weather and parts of the Wrathgate chain
2. Crusader's Pinnacle which requires Argent Vanguard
