WotLK voting problems

When I try to vote, the following message appears:

You do not have any points to collect.

He's my first character and I have him at level 39, he won't let me vote because I'm not 80? or why reason? Thanks

you need to have at least 1000 Achievement Points on your Account (and achievement from Frostmourne/Blackrock realms are ignored)
