I'm not sure if Arena gives scrolls. I've never heard of it nor ever had it happen.
Battlegrounds give scroll, but only if you win, and the drop chance is somewhere between 1-3% chance.

Yes, so far my personal impression is that you can receive one per week (from reset to reset). You have a random chance on Arena win or a Battleground win to get.

Idk who started the "one per week" rumor but it isn't true. I usually get 2-3 per week. I've gotten x3 this week alone on my Shaman.

As far as I was aware, there's no weekly cap, but a lower chance, in opposition to PvE content that has higher chance, but the weekly locks limiting how many you can get.
