Low bracket gear help please

What iLVL should i use to not be placed vs SM BiS? I am trying to gear a low bracket alt made some experiments 5.4/5.5k gs, then 5k, then 4.5k gs switching items over and over, for a while it works but then if dosent even if i dont change my gear. Can some1 who has some experience with low gear bracked give some tips please? Also tried Nibbai builds for low bracked it does not seem to work.

The brackets are not 100% consistent.
Lower gear just gives you a better chance to be in the low brackets.
Sometimes a 6k+ player gets in a low bg.
Sometimes a 4.5k player gets in a high bg.

At 5.5k it seems to be a 50/50 chance.
At 5k you should end up in the lower bracket most of the time.

But the system also considers gear in your bags and your bank.
So you can´t gear a char to 5.5k and then switch some slots to bad items to get down to 4.5k and
play the lower bracket.
