Unable to turn PVP flag off

Cant not disable pvp flag. I enable , disable , wait 5 minutes and it stays on. Going to Dalaran or capitals doesnt disable it. I dont appear to have any pvp quests enabled. I reset my ui..renamed my cache and wtf folders..still pvp stays enabled..Any help would be greatly appreciated...

I've also been having this issue for a goof 5+ days. Spent plenty of time in SW, Dalran, Elwynn, all doing non pvp combat and toggling it on and off for 15 minute intervals. No luck yet.

check your quest log, if you have some a "PvP" quest you are forced to stay in pvp mode
