"Shoot 'Em Up" quest glitched?

I've never seen this before in the previous seasons. Sometimes when you're firing at the proto drake riders they will gain a burst of speed and evade for a few seconds. Some won't even take damage at all even if they're moving at a normal speed.

Is this happening to anyone else? Why is it happening now? Again, I've never seen this in previous seasons. It started for me a few days ago.

They are also evading. Additionally, the drakes will aggro onto you and land on the turret and attack you. I've also had them chase me after leaving the turret.

I noticed today that several dailies in Icecrown were buggy. This was one of them, as you said the escort quest to bring the ground troops was only spawning 2/4 so you could not complete it, and the air escort quest to drop off troops the plane was being one shot. Anyway, not a fun dailies day.
