Duelling @ Cooldowns

Would it not be a positive thing if duelling in Durotar/Elwynn Forrest would reset cooldowns/health at start?
This was done at previous server i tested and people was super-active like that.

World PVP to get the upper hand on the opposing faction is actually one way this would be used to the players' advantage.
