Scarab Lord quest chain (Chapter 6, Onyxia)

Hi, wanna check if this quest is doable?

The quest "The Only Prescription" needs 8 parts of the chapter to complete the quest.
Chapter 6 drops off of Onyxia.

I have tried zoning in Onyxia's Lair and it says "instance is closed".
Does this mean that we need to wait for Onyxia (level 80 version) to be released to finish this quest?

Is it possible to access the level 60 version anytime before the TOC patch where Onyxia (level 80) is released?
Or is there any other way to finish this part of the quest on Frostmourne realm before the TOC patch?
