Steamwheedle Reputation

Preface: This thread isn't to get a response from Warmane. I'm looking for a possible solution from the community so I don't need to report a bug or in-game report.

So I've decided to grind goblin rep, to be completionist with reputations, and killing Southsea pirates is not granting reputation. I recall that's what you needed to do and I've looked at various guides to confirm, but there's no result. All of four are currently above revered. I've made sure I'm not marked as As War with them. I'm at a loss for ideas.

Check NPCs to kill and quests to do, they all spill over, although most NPCs stop giving reputation at Honored (what you're seeing) and some even at Neutral.
