    Are you suggesting that this can't happen?

    The points that can be spent on lottery entries are earned by the ACCOUNT and you can select any of your characters for a lottery entry. You could create a new character minutes before the end of the lottery, enter them into the lottery and they could win. A level 1 character that hasn't earned any experience can win if the player chooses to enter that character into the lottery.
