Against the rules to steal materials?

So I traded a leatherworker.
About 5,000 gold worth of materials to craft me a DEATH-WARMED BELT.

This consisted of 6 x runed orb, 3 x arctic fur, 4 x eternal shadow and a 250g tip. As soon as I traded to him he logs out. Clearly scamming me.

This has to be against the rules right? I opened a ticket on the game and on the website. The issue is, I don't have any screenshots of our chat or anything like that. I was kinda shocked when it happened and not thinking about it.

What's the next step can he be banned for this? Or is it just my fault for trusting that a crafter isn't going to run away with my mats?

It is against the rules, but if you do not have screenshots or a video of it happening then nothing can be done.
