Why gear looks completly different then it should be?

Hi guys,
i saw few guys and because i know enh shaman from mile i noticed they look completly different as they should be looking...

For example: sanctified frost witch's shoulderguards
It looks completely different and when i asked them, they said they don't know... so i dont know if they were lying or they really didnt know or what...

But... that item named as should... but it looks diffrent... How?

Nothing then... i just found that admins added transmog in wotlk.... i thought its only in cata...
