This is not a Spy addon. It's something else. Spy addon works differently than in this picture.

Definitely not Spy. I believe this is Announcer or something along those lines.

This is your SpellAlerter, click the + on Spells > Chat Alerts > configure whichever cd you want alerted. You can choose the channel it's announced at too.
