WotLK Sons of hodir Reputation

I've completed the entire questline and i am exalted with the Sons of Hodir but when i went to get the shoulder enchant from the vendor, its still as if im not exalted and the area looks the same as before - and no vendor to be found in Dun Niffelem. Is there any explanation to this and can you somehow fix it, or is there anything i have missed?

Proceed with quests. Pick up "Forging an Alliance" and don't turn it in. Should see the vendors then.
