Missing enchant Icy Chill in vendors

Please add the weapon enchant Icy Chill in vendors.It seems it was availale some time ago , because some players have it.
It is impotant for paladin specs.

May I ask you why you need this ? There is not a class were this enchant can be good

Paladin specs (preg and prot) dont have any slow at all.In certain matchups it is really usefull to be able to slow an enemy even if it is RNG.
