I think i didnt make myself clear, i mean the BIS PVE (itemshop) priority list for shaman.
What item to get first (because its really difficult to get otherwise) besides weapon, shield and trinkets.

It seems I didn't read it right at all. Brains short circuited PvE into BoE. Probably due to other topic being in mind when I read the post.
The Balanced BiS Gear Set taken from WotLK [Guide] Elemental Shaman PVE. I didn't check how up to date the list is.
1. Head. Sanctified Frost Witch's Helm.
2. Neck. Amulet of the Silent Eulogy.
3. Shoulder. Sanctified Frost Witch's Shoulderpads.
4. Cloak. Cloak of Burning Dusk.
5. Chest. Sanctified Frost Witch's Hauberk.
6. Wrist. Bracers of Fiery Night.
7. Weapon. Royal Scepter of Terenas II.
8. Shield. Bulwark of Smouldering Steel.
9. Hands. Sanctified Frost Witch's Gloves.
10. Waist. Split Shape Belt.
11. Legs. Sanctified Frost Witch's Kilt.
12. Feet. Plague Scientist's Boots.
13. Ring 1. Ashen Band of Endless Destruction.
14. Ring 2. Loop of the Endless Labyrinth / Ring of Rapid Ascent
15. Trinket 1. Charred Twilight Scale.
16. Trinket 2. Phylactery of the Nameless Lich.

If you get Weapon + RS25HC items and Phylactery, rest are quite "PUG friendly" to obtain. Meaning almost any ICC25HC PUG that does 6 boss run has potential to drop your BiS items.
