WotLK Adding an individual arena rating and the ability to que an arena without NPC

Is it possible to add a personal arena rating to each character on Warmane? For playing with different partners without being on a team.
Also, an excellent option for revitalizing the arena would be to add the ability to register an arena without NPCs, as is done on blizzlike. This will increase arena online 100%
