Inactivity CLeanup_Rename_did not work

the character is lvl 66 and didnt get any achievement for almost 2 years but his name didnt get removed during the inactivity cleanup.

Is there any chance that this characters name will be removed?

Achievements have nothing to do with activity.
Inactivity is clearly defined in every clean up announcement, it's about not logging in at least once in the period covered.
