Site IP Banned and can't send ticket

I got my IP banned for "advertising" for more than a month, and I can't submit a ticket to see if I can solve this ban, because it says I'm using "illegal characters" on the ticket description. Whatever I type there, it says that. Now I have my IP banned permanently for something I didn't do, and can't solve it because the ticket system just comes with this bug or I don't knoe what it is.
