WotLK Call of Water quest

I inadvertently abandoned the Call of Water shaman quest and am unable to retake it. Despite trying various NPCs and visiting the shrine to interact with the water septa, the quest still doesn't appear. What steps should I take to receive the quest again? Thank you in advance for your assistance.

If it hasn't been reported already you should post it in our bugtracker but in the meantime you can open a GM ticket for assistance. Just keep in mind the GM ticket method only works for quests like this one because it's a core part of the game.
