Djeykhammer , im new here , yesterday was deleted my pala since its the most optimal way of mmr dropping , as I understood there is cd on this service 7 days , however there is no any info without forum parsing about this once a week cd , so i'd be glad if there is any chance to give me some sort of forgivness for the first time.

Character Restoration is meant to be used to deal with an occasional mistake, not to drop MMR or whatever else.
The cooldown was implemented exactly because people were abusing it, like you tried to.
