Fixed spell #47488 dealing a little too much damage at high shield block values.

These changes were made in May, on what basis? The damage has been reduced by the impact of the shield for a long time, and now you have decided to reduce the damage..there are no protwars in the top anyway, and you extinguish them even more..Why?

Because fixes are made based on available data to make values as they should be.
"No protwars in the top" is never going to have any weight on fixes.
