Quest "Unexpected Results" - id 8488: is it bugged?

The quest is to protect the npc. After accepting it, 3 mobs immediately arrived and I killed them before the npc himself did anything.

After that nothing else happened, I waited a few minutes but to no avail.

I then abandoned the quest in order to start it again but the npc no longer gives the possibility to resume it.
