Jewelcrafting Epic Cuts Recipes

Hi Lordaeron Community,

I just want to ask how/where do you acquire the recipe for epic gem cuts such as: Bold cardinal ruby, Rigid King's Amber, etc. ?
I already checked with wowhead.com and it is mentioned on the site that Timothy Jones sell the recipe, but when I check the NPC he doesn't sell it.

The only way to get cut epic gems at the moment is through the daily.

But on retail epic gem cuts were added with TOC weren't they?

errr it might be ToC.

you can buy it from the vendor on the right, but not the one in the middle
