Thunderstorm

I'm having an issue finding this spell. I'm a new elemental Shaman, now lvl 36 and I realized I dont have this spell. I thought we were supposed to get the first rank at level 10 but cannot seem to find it. Am I mistaken? Do I have to do something special to get it (other than see the regular trainer)
