you can go to capital cities in pandaria (shrine of seven stars for alliance) and there are suppliers for every prof. the vendor for inscription got virtuoso ink set, parchment and some other things, which should be enough
if you wanna buy items from closer vendors to sw, in goldshire is a generall goods vendor which sells parchments + ink sets too (btw idk about hordy)
