Wotlk is the most tweeked right now.
The most stable is WOTLK (Deathwing and Ragnaros) with over 3k players at given times. If you like new content, go for MOP (Frostwolf); there's a lot of players but somewhat buggy from my experience. I personally wouldn't even look at Cata.
If you didn't play WOTLK, I'd recommend you to go for it, but if your choice is MOP try out sargeras.
