Can I change honor points to justice points on this realm?

Can I change honor points to justice points on this realm?
In Orgrimmar when I try to buy jp from Rogoc it says you cant buy specified quantity of that item!?
Is there any vendor that works?

So can you change honor points to justice at Rogoc or my char is buggd?

Thx for reply, so I have nothing to spend my honor on. I have bought all mounts and heirlooms for honor.
