There is no cooldown and you can use it as often as you want.

Only if by mistake u changed the faction and lets say u want to go back and have your points returned. It won't happen. But if u went the opposite faction with 150 vp and u don't like it there or whatever reason like questing for the Loremaster, than u can pay 150 vp again and come back to your main faction. As long as u have the 150 in your account u can move back and forward between factions
