broken profession

is profession like alchemy and engineering broken, once you hit 600 making item will teach you new spell and such, but i haven't learn any new spell, made like 100 of brown item and found no new spell.
for example i found Schematic: Chief Engineer Jard's Journal. once you learn it it will give you new spell, but there's no spell what so ever, i have found it 5 time and every time nothing.
