I have chars on Cata realm, but yesterday I make new char on MOP server. So what now, I can't create bug report. Is this bug?

I'm not sure if this is a bug or intentional.
Do you have a level 20+ character on a Mists server, though? If you don't, try to get one and see if that allows you to post.
