Problem on making Reports at bugtracker

Hello,
I tried to make a report but it says "You must have a level 20 character on a non full pvp realm to make reports".... i have 7 level 90 characters on frostwolf and tried with my alt account with 5 level 90 characters but i got same error.
What do i do?

I have the same problem, it worked fine yesterday. Probably some bug.

The problem is still here. May I ask that some1 of "higher power" make a statement on this problem?
