Yes you have to level up.
Keep in mind that Frostwolf is a PvP realm. You have to level up from one but at a certain point and in most areas you will be flagged for PvP. What your thinking of is an instant level cap realm. Frostwolf is not that.
Is there any other PvP realms than Warsong that is insta level cap?
