Someone else might be able to chime in with a better answer since I never played a panda and always stuck to human, but I think you have to visit the riding trainer.
Yes in Orgrimmar you get mount where the pandas ar at.
You need to get exalted with Tushui pandaren. If u're not a panda then i dunno how u'll farm that rep.
