Is the quest chain fixed yet or is it meant to be a pay to win item?
As far as I know, the quest chain is still not available. They were available months ago but people exploited some bug with it. Only way to get them is through donation.
I remember reading a thread in which a guild looted smourne from LK 25HC.
It has 2% drop chance from LK 25 HC and Halion 25 HC.
