Combat Hit Cap

So whats the combat hit cap for pve? And how to get it since I find that most combat items lack hit

You get 5% from Precision, so you only need 3% for melee specials, which you get without even trying. A healthy %hit to have is around 11 or higher so that your poisons and autos don't miss as much, but you shouldn't really aim for it as in gemming & enchanting for it.
