i was wondering about that myself a few days back so i asked a gm about it this was the responce

Reporting them via ingame interface marks them and they get no honor unless they start playing. After some more time they get booted from bg.

... so as u can see from the reply they dont have a ban or any other punishment besides kicking a player xD
