Future: Character Creation Limitations

Can we receive any news on what will likely happen? Doesn't have to be 100% concrete, but if the balance tips towards 60% of one faction to another will the leading faction's character creation be frozen, or what?

Side note: Thanks for all the hard work. :)

There have been slight imbalances in the past, but we never forced anyone to play the faction they did not like. Instead, what we did was to enable cheaper / free faction transfer from the side which was the fullest until it got balanced.
