I have a premium account but it still throws me into the que, are premium benefits not active on Lordaeron?

Some of the are currently disabled, yes.

Permanently or will it change with time?

According to the plans, temporarily, although I couldn't say for how long.
It will depend on the population, maximum amount of players we manage to have online and keep stability, and other fine tuning.
