rank on the website as of oct 1 st

how do I raise my rank ? Ive been doing achievements like crazy,anything and everything to get the right to vote again .I have over 1000 on my account .
I cant seem to get off agent status ? my accounts in good standing too ,and ive heard that gives .5 points a day which I cant get atm.Whats going on ? do I just keep aimlessly doing achievments in the hope it will raise my rank ? do I have to do them all on one character ? or is it all my characters on the account?

Ive been playing since 2011 ,so not having the right to vote yet seems weird to me
