That is corect. No 1000 Achivement Point , then you cannot collect points and will always have the message "There are no points to collect"
That's unfortunate.
As a casual, it was nice for me to get hands on decent gear without playing much but with alot of patient. Though, this update seems to "ruin" all my plans.

Doing all dungeons (both normal and heroic) and the explorer title should give you about 1k
I think it is kind of funny that WM is so opposed to any custom content, but in this case without any custom content a huge functional change happens - for the first time in the history of world of warcraft: Achievement points are no longer completely worthless. But..................(wait for it)............... I do not care either way.
