Why would he be?
Not the tool "Raid Finder" like in Cata, MoP etc. but just the WotLK version where you can find like-minded people willing to do a raid.

I don't think it does, and devs have either forgotten it or ignored it :'(
(Still astonishing how 95% of players don't know such a tool actually existed during WOTLK...)

TBF a lot of people didnt know/use it until it got its "rework" in 5.2 MOP.
