I know I have to do some quests for Hemet Nesingwary before unlocking the quest for recipe from Wash-Up Mage. My question is, are any of those quests bugged?

I know I have to do some quests for Hemet Nesingwary before unlocking the quest for recipe from Wash-Up Mage. My question is, are any of those quests bugged?
Most if not all of the Nesingwary quests are working correctly.

they all work Properly as I did them not long ago.
