Attacks miss on low lvl mobs

I am level 46 enh shaman using dual weild daggers with dagger skill of 225/230 and my dual weild talent is 3/3 and I've noticed I miss my attacks on very low lvl mobs, like 20-30 levels below, but the misses are normal attacks, not skill. It doesn't matter either I am in wolf form attacking or not, it still misses.

There will always be offhand auto atttacks to miss, Unless you have like 27% Hit rating... Even with lower level mobs...
