Leveled my Alchemy to 375 today, and while doing so i did not "discover" one new recipe. Am i just incredibly unlucky? or is there a bug with Alchemy where your unable to discover new recipes while crafting BC pots/elixirs

You are just unlucky I am afraid. I learned a couple of recipes while leveling my alchemy up to 375.
